Emission Standards: What Each Market Actually Accepts

Specifying the highest available emission stage sounds like buying quality. In a market where the fuel contains high sulphur, it is closer to buying a vehicle that will be immobilised within a year.

The stages and roughly how they align

China's standards were developed in parallel with the European stages and are broadly comparable at each level, though not identical in test procedure or in every limit:

The important column is the third one. Each stage brings aftertreatment hardware, and that hardware imposes requirements on fuel and on maintenance that the destination market may not be able to meet.

Why a higher stage can be the wrong specification

Sulphur poisons aftertreatment. Diesel particulate filters and SCR catalysts are designed for ultra-low-sulphur fuel. Running them on high-sulphur diesel clogs the filter and degrades the catalyst, and the damage is not reversible by servicing. A China VI truck operating on high-sulphur fuel can lose power and enter a derate condition within months.

Urea has to be available. SCR systems consume urea solution continuously, and the vehicle monitors the tank. Run it empty and the engine derates by design — this is a compliance feature, not a fault. In markets where urea is not reliably distributed, this converts a working truck into a stationary one.

Diagnostics require capable workshops. Higher-stage systems are heavily instrumented and fault-code driven. A workshop without the diagnostic interface and trained technicians cannot clear a fault, and the vehicle stays off the road.

What to establish before specifying

  1. The legal minimum stage the destination requires for import and registration. This is the floor.
  2. Actual diesel sulphur content available in the operating region — not the national specification, but what the vehicles will really be fuelled with. These differ in many markets.
  3. Urea availability along the routes the vehicles will run, if an SCR system is being considered.
  4. Workshop capability for the diagnostics that the stage implies.

Where the legal minimum is low and fuel quality is poor, the honest recommendation is usually the lowest compliant stage with the simplest aftertreatment. That is not a compromise on quality — it is matching the vehicle to the conditions it will work in.

Where a higher stage genuinely pays

Three cases:

  • The destination requires it. No further discussion.
  • The market is tightening. If a stage increase is announced for the near future, importing at the lower stage means vehicles that become hard to sell or re-register.
  • Urban fleet operation with reliable fuel and service. Capital cities in many markets have both, even where the country as a whole does not, and a fleet operating only there can support the higher specification.

Petrol engines

The equivalent question for petrol vehicles is octane. An engine designed for higher octane fuel will knock on lower octane, and modern engines respond by retarding ignition timing — which protects the engine but reduces power and increases consumption. Where only lower-octane petrol is available, an engine with a lower compression ratio is the appropriate specification rather than a higher-performance unit that will never reach its rated output.

A note on documentation

Whatever stage is supplied, the emission compliance documentation has to match what the destination's registration authority expects to see, and its format varies. Confirming the accepted document format before shipment is a small step that prevents vehicles sitting at a port while a certificate is reissued.
