Import Vehicles from China to Kazakhstan: Compliance, Shipping and Landed Cost

This guide is written for dealers, distributors, fleet operators and procurement teams importing new vehicles from China into Kazakhstan. It covers the compliance regime, the shipping route, the landed cost structure and the segments that actually sell, rather than repeating generic advice.

A note on accuracy: duty rates, levies and conformity programmes change. The structural facts below are stable, but confirm current rates and procedures with your customs broker before you sign a contract.

1. Import snapshot: Kazakhstan

2. Why import vehicles from China to Kazakhstan

  • Rail from China is dramatically faster than sea routing, which changes inventory planning entirely
  • Membership of the EAEU means one certification path can support several neighbouring markets
  • Severe winters create demand for vehicles specified for cold-start and low-temperature operation
  • Chinese vehicles have gained substantial share as other origins withdrew from the region

3. What sells in Kazakhstan

Demand in Kazakhstan concentrates in the following segments. Each links to the matching part of our catalogue, where every model carries a real specification table rather than a photo and a phone number.

  • SUVs and crossovers suited to winter conditions
  • Pickups and crew cabs for energy and mining operations
  • Light and medium trucks for regional distribution
  • Passenger vans for staff transport across long distances
  • Platform chassis for municipal and utility conversions

Browse by segment: Passenger Vehicles, SUVs & Pickups, Commercial Trucks, Vans & MPVs, Buses & Coaches, Special Purpose Vehicles.

4. Compliance you must confirm before production

EAEU technical regulation with SBKTS (vehicle safety certificate) and an electronic vehicle passport. Kazakhstan is part of the Eurasian Economic Union, so vehicles must meet EAEU technical regulations. Each unit needs an SBKTS safety certificate and an electronic passport before registration, and a recycling or utilisation fee applies.

Drive side. Left-hand drive. Confirm this in writing in the specification annex, because it changes the production line the vehicle is built on and cannot be corrected after the fact.

The sequence that avoids trouble is always the same: freeze the specification, obtain the conformity documentation against that frozen specification, then book the production slot. Approvals issued against a specification that later changes are worthless, and the change is usually something small that nobody thought to report, such as a different tyre size or lighting unit.

5. The import process step by step

  1. Specification sheet. Drive side, powertrain, battery capacity for electric models, seating, colour, tyres, air conditioning and equipment level, written down and signed.
  2. Compliance check. Confirm the EAEU technical regulation with SBKTS (vehicle safety certificate) and an electronic vehicle passport requirement and any import permit you must hold before the vessel sails.
  3. Contract. Quantity, unit price, Incoterm, payment terms and delivery window, with the specification sheet attached as an annex.
  4. Production and reporting. Chassis numbers and production photos, with a checkpoint before final assembly so configuration errors are caught while they are cheap to fix.
  5. Pre-delivery inspection. Every unit inspected and photographed. For electric models, battery state of charge recorded to the shipping line limit.
  6. Pre-shipment conformity inspection. Carried out in China under the EAEU technical regulation with SBKTS (vehicle safety certificate) and an electronic vehicle passport programme. This cannot be done after arrival.
  7. Shipment. Loading and sailing to Landlocked. Overland rail through the Khorgos and Dostyk border crossings, or sea to a Black Sea or Baltic port and then inland.
  8. Clearance and registration. Duty and taxes paid, inspection completed where required, plates issued.

6. Shipping route and transit time

Route. Landlocked. Overland rail through the Khorgos and Dostyk border crossings, or sea to a Black Sea or Baltic port and then inland

Transit. Roughly 15-25 days by rail from central China, considerably faster than any sea-based routing

Mode. Roll-on/roll-off is normally cheaper per unit at volume and is effectively the only option for buses and heavy commercial vehicles. Container shipping reaches more ports, protects the vehicle from weather and handling, and lets accessories and spare parts travel with the unit. We quote both where both are available on the route. Full comparison: RoRo or container shipping.

7. What makes up the landed cost

Comparing vehicle prices between exporters is the wrong comparison. What decides your margin is landed cost. In Kazakhstan that is built from:

  • EAEU common customs tariff duty
  • VAT on the duty-inclusive value
  • Recycling / utilisation fee per vehicle
  • Rail freight and border handling at Khorgos or Dostyk
  • Certification cost for SBKTS and electronic passport

We deliberately do not publish duty percentages, because they change and a stale number on a website is worse than no number. Ask your customs broker for the current rates against the specific HS code and powertrain, and build the comparison on the total rather than the invoice value.

8. Electric vehicles in Kazakhstan

Cold weather is the constraint. Battery range falls significantly at low temperature, and cabin heating draws from the same pack. For most Kazakh duty cycles, range-extended vehicles or conventional powertrains are the realistic specification unless the vehicle is a city-only fleet unit with heated depot parking.

The decision rule we use with buyers: match the powertrain to the duty cycle and the charging reality, not to the longest range figure on the brochure. More on this in battery electric or range extender.

9. Common mistakes Kazakh importers make

  • Overlooking the recycling fee, which is a real per-unit cost rather than a formality
  • Ordering standard specification vehicles for a market with severe winters, without cold-climate provisions
  • Choosing sea freight out of habit when rail is both faster and often competitive on this route
  • Assuming a certificate from outside the EAEU will be accepted

10. How to check an exporter before you pay

  1. Ask for the export licence and the company registration, and check the name on them matches the bank account you are asked to pay.
  2. Ask which specification sheet the quotation is based on. An exporter who quotes before specification is quoting a vehicle that does not exist yet.
  3. Ask directly whether they have shipped to Kazakhstan before, and what the EAEU technical regulation with SBKTS (vehicle safety certificate) and an electronic vehicle passport procedure involved. The answer tells you quickly whether they know the route.
  4. Ask what the pre-delivery inspection includes and whether you receive a photo report before loading.
  5. Ask what happens if a unit arrives damaged, and get the answer in writing before the deposit.
  6. Ask about parts. An exporter with no answer on spare parts is an exporter you will not hear from after delivery.

11. Frequently asked questions

Is rail really faster than sea to Kazakhstan?

Yes, substantially. Rail through the Khorgos or Dostyk crossings typically runs 15 to 25 days from central China, against considerably longer for any sea-based routing to a landlocked destination.

What certification does Kazakhstan require?

EAEU technical regulation compliance, an SBKTS safety certificate per vehicle and an electronic vehicle passport before registration. A recycling fee also applies per unit.

Can the same certification cover neighbouring markets?

Within the Eurasian Economic Union the technical regulation framework is common, which simplifies supplying several member markets. Confirm the specifics with your customs broker for each destination.

How should vehicles be specified for Kazakh winters?

Cold-climate provisions matter: battery and cabin heating strategy for electric models, cold-start capability for combustion, and appropriate tyre and fluid specification. Tell us the coldest operating temperature you expect.

12. Other markets we cover

If you are importing into Kazakhstan, send us the segment you need, the quantity and your target arrival month. We will reply with a specification sheet, the EAEU technical regulation with SBKTS (vehicle safety certificate) and an electronic vehicle passport document list for your consignment, and pricing on both shipping modes.

Request Vehicle Quotation

Send the destination country, model of interest, drive side, powertrain and quantity. We reply with a specification sheet, FOB or CIF pricing, lead time and the customs document list for your market.
